Generally, these are the measures taken within the internal functions of the state (the strengthening of military power, economic optimization of socio-political system and political stability) and the external function (improvement of relations with other countries, membership in a political-military organizations, shaping the security environment). In practice, it is necessary to take at least a few selected items from both ranges.
