Ensuring the safety of the state depends primarily on the nature, size and intensity of threats to protected values. Generally, these are the measures taken within the internal functions of the state (the strengthening of military power, economic optimization of socio-political system and political stability) and the external function (improvement of relations with other countries, membership in a political-military organizations, shaping the security environment). In practice, it is necessary to take at least a few selected items from both ranges.
